Foreign Office, June 24, 1912. I AM directed by Secretary Sir E. Grey to transmit to you herewith copy of a draft memorandum which he proposes to hand to the Chinese Minister regarding the repeated violation by the Chinese authorities of the Opium Agreement of the 8th May, 1911.*
Sir E. Grey would be glad to learn at an early date whether the Secretary of State for India concurs in the terms of the memorandum,
